Code Enforcement/Building & Zoning

The Code Enforcement and Building & Zoning Department is responsible for handling all zoning, planning, land development, and subdivision matters. The department is responsible for the issuance of Building, Plumbing, and Use and Occupancy Permits and performs field inspection of all construction projects. This department also conducts detailed reviews of subdivision and land development plans that are submitted to the Township for consideration by the Board of Commissioners.

The Township has adopted, through the Pennsylvania Uniform Construction Code, the 2018 International Building, Residential, Mechanical, Plumbing, Existing Building, Medical, and Energy Codes, as well as the 2017 National Electrical Code, 2018 International Fire Code and the 2018 International Property Maintenance Code. Accessibility issues are addressed through Chapter 11, Appendix E of the 2018 Edition of the Building Code.

The Zoning Department, as headed by the Zoning Officer, also serves as the liaison with the Zoning Hearing Board. The Zoning Hearing Board is a quasi-judicial board that is appointed by the Board of Commissioners but conducts its deliberations independently of the Board of Commissioners. The Zoning Hearing Board's role is to consider appeals from administrative interpretations made by the Zoning Officer of the Zoning Code.

E. Van Rieker E. Van Rieker has been the Owner and President of a consulting firm specializing in community planning and the preparation of zoning ordinances for more than 35-years.

He has served as a Planning Consultant in numerous municipalities in Southeastern Pennsylvania and provided expert testimony in land use cases and condemnation matters for both private and public sector clients. Van has a B.S. Landscape Architecture and Master of Regional Planning degree from Pennsylvania State University. He is a charter member of the American Institute of Certified Planners and a member of state and national chapters of American Planning Association.  His firm and projects have received awards and recognition for superior planning and design. He and his wife have been residents of Upper Gwynedd Township since 1983.

Dan QuimbyDan Quimby has 25 years of experience with maintenance, construction, and Code Enforcement.  He holds a Master's degree in Criminal Justice from St. Joseph's University, a Bachelor's degree in Human Services from Thomas Edison State College, and a Bachelor's degree in Fire Science from the University of Maryland. He holds certifications in Public Safety from Holy Family College, Construction Management from Temple University, and Senior Level Management from Harvard University. Additionally, he attended the National Fire Academy and the FEMA Emergency Management Institute.

Dan currently holds seventeen certifications from the Pennsylvania Uniform Construction Code and twenty-five certifications from the International Code Council. He is a Certified Emergency Manager O.S.H.A. Certified Trainer, and in 2013 he attained the status of Master Code Professional. Dan is a member of the International Code Council, the National Fire Protection Association, and the Pennsylvania Building Official's Conference.

Dan is married and has three children and one grandchild.
