Public Works

The Upper Gwynedd Township Public Works Department has served the residents for many years. The department is currently manned with twelve employees. The Superintendent of Public Works supervises two foremen, two full time mechanics, equipment operator, truck drivers, and an experienced labor force. The department is responsible for maintaining Township roads, traffic signals, storm and sanitary sewer installation and management, Township open space, snow removal, and Township facilities management. Due to the expertise of the employees many of these services do not have to be contracted from private sources. In order to provide thorough service to the Upper Gwynedd community snow removal is contracted to the Township by the State and County Highway Departments. 

The Public Works Department supports the many activities of the Park and Recreation Board, which includes the summer recreation program and the annual carnival which has been held in the past. Working closely with other departments and services which includes engineering, police, code enforcement, wastewater treatment plant, and the fire company, the Public Works personnel are committed to providing the best service available to our community.

Willard Troxel, Superintendent of Public Works

Willard Troxel was born and raised in Upper Gwynedd. He graduated from North Penn High School and North Montco Technical Career Center in 1974.

Willard began his career at the Township in 1974 as a truck driver. In the early 1980's, he was promoted to Foreman, and in 1983 he became Superintendent. Willard has 37 years of experience installing sewers (storm and sanitary), maintaining traffic signals, plowing, and blacktopping.

Willard continues to serve as a Board Member of the Montgomery County Public Works Association. He has been a Member of the IMSA (International Municipal Signal Association) since 1997. Willard has also been a Member of the Upper Gwynedd (West Point) Fire Company for 41 years, and held the office of 3rd Assistant, 2nd Assistant, Deputy Chief, Treasurer, and Trustee during that time.
